Customer:

The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization . JCITA serves as the DoWs central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.

JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.

Position Summary Counterintelligence Subject Matter Expert (CI SME DCAC)

The CI SME (DCAC) serves as a senior Counterintelligence instructor and subject matter expert responsible for delivering advanced classroom and field-based instruction that equips CI Agents with the knowledge and skills required to plan, conduct, and debrief discreet counterintelligence surveillance operations in support of authorized CI missions. All instruction is provided in accordance with Executive Order 12333, the Intelligence Authorization Act, and DoWI 5240.16, ensuring surveillance activities are executed within established legal and policy authorities.

The CI SME designs and facilitates immersive, scenario-driven training that emphasizes operational planning, surveillance methodologies, coordination procedures, operational security, documentation, and post-operation debriefing techniques. The incumbent evaluates student performance during intensive field exercises that frequently exceed eight (8) hours per day, may include weekend training events, and require travel within the National Capital Region (NCR) and throughout the Continental United States (CONUS).

The CI SME (DCAC) combines advanced operational proficiency, legal and policy expertise, and instructional excellence to ensure CI Agents are fully prepared to conduct lawful, discreet, and mission-focused surveillance operations in support of national security objectives.

Required Qualifications:

Qualified candidates must demonstrate extensive experience conducting, instructing, or supervising U.S. Government counterintelligence surveillance operations at the Expert or Senior level, preferably within the Department of War CI community. Experience conducting, supervising, or supporting U.S. Government CI surveillance operations at the Mid level is also required. The CI SME must possess the operational credibility and instructional expertise necessary to translate real-world surveillance tradecraft into effective, standards-based training.

This position requires the physical ability to support field-based training activities, including the capability to sit or stand for up to two (2) hours at a time and walk up to five (5) miles in a single day.

Required TS/SCI with ability to obtain CI Poly.
